Minutes of the Joint Planning Committee and Full  Parish Council Meeting held

on Tuesday 7th April at 7.00pm

335       RECORDING OF PROCEEDINGS

The Clerk was recording the meeting for the Parish Council & Cllr Alex Fullwood Admin GoToMeeting

 

336       DECLARATIONS OF INTEREST AND LOBBYING

Cllrs GC and PB declared an interest in JBLC/Allotments and RGC.

Cllr AW declared an interest in JBLC/Allotments

Members AGREED that no items required this and is not relevant

 

338       PLANNING COMMITTEE (For Planning Committee consideration only)

            338.1    The Minutes of the Planning Meeting held on 3rd March 2020 were APPROVED.

No matters arising.

 

338.2     To consider the following planning applications:

  • 20/501261/FULL PROPOSAL: 5 River Close East Farleigh

Erection of a single storey front extension with a roof light. Erection of pitched roof                  to ground floor front elevation.

Unanimously AGREED to recommend APPROVAL

 

  • 20/501113/FULL 3 Walters Cottages Heath Road East Farleigh

                        Erection of two storey side extension and part single, part two storey rear extension,                     to include rear dormer window.

Unanimously AGREED to recommend APPROVAL

 

  • 20/500342/SUB Hazeldene Dean Street

Submission of details pursuant to Condition 3 (details of tree protection) and 12                                (Archaeology) subject to 19/500469/FULL. |cr||cr|2) A specification for an                           Archaeological Evaluation of land for Condition 12 –

339       MINUTES OF FULL COUNCIL MEETINGS

339.1    The minutes of the Full Council Meeting held on Tuesday 3rd March 2020 were                             APPROVED.

There were no matters arising

 

339.2    The minutes of the Extraordinary Meeting held on Wednesday 25th March 2020 were                     APPROVED.

                                       It should be noted that nothing discussed at the meeting was acted upon but it is now               AGREED that those matters should be ACTIONED as appropriate.

 

340       PARISH COUNCILLORS

            To hear anything that Councillors feel the Parish Council should be doing during the present       crisis (other than what is already being done):

  • It was AGREED that a regular report be obtained from the local Community Group who are co-ordinating help to Parishioners during the COVID-19 crisis. There should be no personal details, simply the numbers in regards how many shopping requests/medical help/requests for phone calls etc. It was further noted that they have been overwhelmed with email correspondence and have requested no more “for info” mail, only essential or urgent requests.

 

Action:             Cllr GC to talk to Hannah Ashcroft and Roseanna Smitherman-Cairns who are co-              ordinating the Community Help Group to ask if they can provide regular updates.

 

  • It was noted that the Clerk is keeping the Website updated with regular information and important announcements during the crisis and Cllr AF is keeping Face Book updated.

 

341       FINANCE

            (Note: Delegated powers are now AGREED as per Minutes of The Extraordinary Meeting 25th March 2020 during the COVID-19 Crisis)

341.3    The financial statements for the period up to 27th March 2020 were received.

These represent the state of play at the end of Week 52, 2019-20.

 

341.4    Other financial matters:

  • Section 137 Donations

A Resolution was passed and unanimously AGREED to double the budget for 2020/21 Section 137 Donations as they had been missed off the last Agenda.

  • It was unanimously AGREED that there should be consideration for donations to other charities dealing with the COVID-19 crisis.  This will be carried forward to the next meeting.

 

342       ANNUAL GENERAL PARISH MEETING & ANNUAL MEETING OF THE             COUNCIL

343       COMMUNICATION WORKING PARTY (CWP)

  • It was reported that the CWP had met before the “Lockdown” but there were no matters that required urgent action. It was AGREED to hold over such matters until normal meetings can resume.
  • It was AGREED that FB should be a place for useful and important information and that the Parish Council wish to endorse. It was further AGREED that ADMIN ONLY must post and visitor posts need to be APPROVED.

ADDENDUM

 

AMENDMENT OF MINUTES AS AGREED AT

EFPC MEETING HELD ON TUESDAY 12TH MAY 2020

 

5          MINUTES OF THE JOINT PLANNING COMMITTEE AND FULL COUNCIL ‘ON-LINE’        MEETING Tuesday 7th April 2020:-

            5.1       It was agreed that the Minutes of the Joint Planning Committee & Full                                     Council Meeting held on 7th April required amendment to page 3, Item 342,                 as follows:-

  • Annual Parish Meeting (APM) 27th April 2021 (deferred from 28th April 2020) as per KALC’s recommendation

 

  • Annual Meeting (AM): It was AGREED to defer until either the public can attend or next May 2021 (after the deferred Elections) as recommended by KALC.
