Minutes of the Planning Committee Meeting held on Tuesday 6th April 2021 at 6.45pm

291       RECORDING OF PROCEEDINGS

The Clerk was recording the meeting for the Parish Council.

No one else present intended to film, photograph or record any items on the agenda.

The Committee AGREED that no items needed this requirement.

 

294       MINUTES OF THE PLANNING COMMITTEE

               294.1   The Minutes of the Planning Committee Meeting held on 2nd March 2021 were                                       APPROVED and signed as a correct record.

               294.2   Matters arising from the minutes NOT otherwise covered in the Agenda:  None.

 

295       PLANNING COMMITTEE

               295.1   To consider the following planning applications:

  • 21/500917/FULL Riverdale St Helen’s Lane West Farleigh (Consultee comment as it is on the border of East Farleigh): Demolition of existing garage and erection of new garage with external staircase to first floor balcony.

Comments due by; 29th March 2021 – Extension to comment granted to 7th April 2021

There were no comments and no objections.

 

 

 

 

 

  • 21/501229/FULL Little Pitchford Dean Street: Demolition of existing stables and relocation of oil tanks. Conversion of existing garage and erection of a single storey building to create a four-bedroom holiday let accommodation.

Comments due by; 8th April 2021

EFPC Considered this application and, recommend APPROVAL with CONDITIONS as follows:

                       *That consideration is given to space for parking so as not to block road/driveways.

                       *That consideration is given to any potential increase in noise created with extra                           holiday accommodations (people and vehicles).

                       *Conditions should be made with full consideration given to neighbours’           comments.

  • 21/501106/TPOA Mersey Priory Close: TPO application for tree works.

               EFPC recommend that the final decision is left with the Tree Officer.

  • 21/501058/TCA The Covers Lower Road: To reduce Trees in a Conservation Area.

EFPC recommend that the final decision is left with the Tree Officer.

  • 21/501179/LAWPRO Domus Corrodian Priory Close; Lawful Development Certificate for a proposed single storey rear extension and single storey side garage extension.

               EFPC considered this application and there were no comments.

  • 21/501405/SUB Cuckoo Farm Wilsons Lane; Submission of details to discharge conditions 3, 5, 6, 8 and 9

               EFPC considered this application and there were no comments.

  • 21/501032/SUB The Victoria Inn Heath Road: Submission of details pursuant to condition 4 (landscaping) and condition 7 (ecology) in relation to planning permission 17/506541/FULL

               EFPC Considered this application and there were no comments.

               295.3   To note any information reported to/received from MBC on planning enforcement issues

  • ENF Ref 20/500645 6 Adelaide Cottages Lower Road – Enforcement Reply dated 19th March 2021; Installation of sighting mirror and use of a public footpath as a crossover is granted by KCC highways. At this stage no formal action, as yet has been taken and there is no enforcement notice extant on this property.

               EFPC are not satisfied with the response from Enforcement.

               The EFPC Planning Committee are of the opinion that the original planning application               was for non-vehicular access.  Further, the removing of the ragstone wall needs to be seriously       reconsidered as does the question about the “road crossover of a footpath/pavement”.     

               EFPC wish to raise the question of whether KCC Highways adding a sighting mirror and granting use of a public footpath as a vehicle crossover has been properly considered in     view of the location.

               This matter will be taken up with the Planning Officer.

               295.4   Any other planning matters, including late planning applications:

  • Cllr Richard Webb wished to report on the development in Heath Road, Coxheath (this is the Older’s’ Field site which backs on to Pleasant Valley Lane with Dean Street to one side): The “pink area”, which is woodland, has been transferred to a management company to ensure that the area is looked after in the manner in which the proposal states.  It will remain as woodland in perpetuity.  The planning permission also made provision for the footpath that runs along the border of East Farleigh and the “blue” ecological land to be improved.  MBC Planning are checking that the development adheres to the planning application.
